Southern Illinois, "with less than 1 percent of the United States population, attracts more class actions each year than some of the nation's most populous communities" (according to the Manhattan Institute for Policy Research). Each year the number of class action cases filed in Madison County increases, even though the companies being sued are generally not even Illinois businesses, nor do they have a significant presence in the state. According the Manhattan Institute for Policy Research, "nearly every case involves attorneys who …travel to Madison County to bring their lawsuits because they consider it a favorable venue."
