As a former executive and general counsel, Celeste brings a unique business perspective to her work in the areas of governmental, regulatory, nonprofit and corporate law.
As the General Counsel and Secretary to the Board of Commissions for the Bi-State Development Agency (d.b.a. Metro), Celeste's responsibilities included management of all Board governance matters, the negotiation of all major transactions and financings, regulatory issues, and the legal oversight of capital projects.
As the Vice President of Governmental Relations for a Fortune 500 telecommunications company, Celeste was a member of the management team that completed thirteen acquisitions in one year and then took the company public the following year. As a result, Celeste has a great deal of knowledge and experience in negotiating contracts and franchises, regulatory issues and state and local government law. She also represented the company before thousands of governmental bodies in 40 states.
