David practices in Thompson Coburn’s Real Estate Tax Assessment Practice Group. With eleven years of experience, he represents commercial and industrial property clients in their valuation appeals, challenging their property’s market value and assessments before the Cook County Assessor, the Cook County Board of Review, the Illinois Property Tax Appeal Board (PTAB), other Assessors and Boards of Review throughout Illinois and the Circuit Court of Cook County. Such appeals may be based on valuation issues—recent sales; appraisals; vacancy issues; partial assessment concerns due to property conversion; income generated by a property; and legal matters.

In addition, he has experience in procuring real estate tax incentives, such as the Class 6b Incentive offered through the Cook County Assessor’s Office.

He began his legal career at PTAB as a hearing officer/attorney, presiding over administrative hearings regarding property valuation issues between taxpayers and various county boards of review.

Negotiated a $1 million reduction in market value for a 358,000 square foot industrial building in Lake County, Illinois.
Represented two suburban office buildings in Cook County, securing over $174,000 in tax savings for one building and over $661,000 in tax savings for the other.
Secured a reduction in market value of over $2.1 million for a 500,000 square foot industrial building in suburban Cook County, saving the client approximately $159,000 in real estate taxes for 2005.
Represented seven commercial and/or industrial buildings in Jefferson Township in Cook County, Illinois, securing tax savings for the client of over $377,000 in 2003 and $1.1 million for the 2003 triennial.
Regularly represents developers, obtaining significant savings for properties undergoing conversions from apartments to condominiums.
