Ed focuses his practice on the public transportation industry, with emphasis on regulatory and administrative law. He provides counsel on transit procurement issues, Buy America compliance, disabled accessibility issues, and statutory, regulatory, and administrative requirements affecting federally funded construction projects. He also assists clients in the planning and development of new start projects and in the negotiation of full funding grant agreements.
Prior to going into private practice, Ed was the Assistant Chief Counsel and Executive Director of Regulatory Affairs of the American Public Transportation Association. He served in various legal positions at the Department of Transportation, including Deputy Chief Counsel of the Urban Mass Transportation Administration (now the Federal Transit Administration) and an attorney in the Office of the Chief Counsel of the United States Coast Guard, where he was assigned to the Regulations and Administrative Law Division. He has authored numerous articles on federal regulatory and administrative law.
