Eileen focuses her practice on the maritime, aviation and transportation industries, regularly advising clients on a wide range of financing, commercial and regulatory matters, such as equipment leasing and finance, government guaranteed finance (including Export-Import Bank financing and Title XI financing), loan and security documents, purchase and sale agreements and chartering arrangements. Eileen handles issues associated with the registration of equipment documented in the United States and various flags of convenience, and she advises clients on the perfection of security interests in such equipment.
She represents clients before various U.S. agencies, such as the U.S. Department of Transportation, U.S. Maritime Administration (MarAd) and the U.S. Coast Guard. Eileen also represents the Export-Import Bank of the United States, most recently in connection with the financing of a $160 million rig for export to a Mexican company.
Prior to joining the firm, Eileen was an attorney with MarAd, focusing on the Title XI loan guarantee program. In addition, she served as counsel for International Registries, Inc. (IRI), during the time that IRI served as corporate and maritime administrator for the Republics of Liberia and the Marshall Islands. In that capacity she handled international vessel financings, transactions utilizing offshore corporations, and various matters involving international maritime conventions.
