Since 1978, Gary has represented municipalities, municipal joint action agencies and cooperative utilities in administrative and other proceedings involving the supply and transmission of electric power and natural gas. He has extensive experience in the preparation, administration and enforcement of contracts for the joint ownership of electric generation facilities, and for the bulk supply and transmission of electricity. Gary has participated in negotiations and formal proceedings relating to the creation of Regional Transmission Organizations (RTOs) in the Mid-Atlantic, Southeast and South-Central regions of the country. He also has served as counsel in state and federal administrative proceedings involving the rates, terms and conditions for natural gas transportation services, and in administrative and court proceedings affecting the interests of minority owners of nuclear generating stations.
