In the transportation field, Jane Sutter Starke advises clients on labor protective arrangements under Section 13(c) of the Federal Transit Act, labor protection claims, transit procurement issues, contracting for services, the purchase of equipment, new start projects and transit funding issues.
Jane has considerable experience in formulating and advocating positions on legislation and advising clients on the legislative process, including matters involving congressional rules and parliamentary procedures, hearings, markups, floor consideration, conferences, and congressional investigations. Her legislative work has included environmental issues, appropriations and transportation issues.
Prior to joining the firm, she served for six years as Counsel to the Committee on Energy and Commerce in the U.S. House of Representatives. In that capacity, she worked on legislation concerning the regulation of rail carriers under the Staggers Rail Act, issues arising under the Railway Labor Act, the Railroad Retirement and Unemployment Systems, the Federal Employers’ Liability Act, railroad safety and rail mergers. In addition, she handled reauthorizing legislation for the Federal Trade Commission (FTC), congressional oversight of FTC antitrust enforcement, advertising issues, and congressional review and veto of FTC regulations.
