Jessica's practice focuses on land use and zoning entitlements, municipal representation and litigation in the City of Chicago and throughout the State of Illinois. She represents property owners and developers appearing before municipal and county boards, commissions, and committees on matters of land use entitlement, which include zoning, subdivision/ vacation/ dedication, use of the Right-of-Way, redevelopment, TIF and other financial incentives, historic preservation, and lakefront and industrial corridor protections. She shepherds projects through the maze of agency review and approvals required for land use entitlements, permits and construction. She counsels clients on community relations, and in securing development rights and privileges through the administrative and formal legislative land use processes.
As a Municipal Attorney, she researches and responds to legal challenges and issues raised within the municipalities' governance. She offers advice and guidance in resolving legal obstacles and concerns raised by municipal staff. Jessica has aided in the implementation of and served in a prosecutorial role of an administrative adjudication process. Finally, she drafts ordinances, resolutions, and agreements for adoption by municipalities.
Jessica defends property owners, developers, and managers in Municipal Prosecution (Code Compliance) litigation. She represents Court Appointed Receivers as they manage, stabilize, and safeguard assets that are affected by pending litigation or loss of income due to wrongful occupancy.
Upon graduation Jessica practiced land use and real estate law in San Francisco and for the last six years has practiced in the City of Chicago and throughout Illinois. Jessica received recognition for her work with the San Diego City Attorney's Office, Code Enforcement Division where she tackled issues in land use, zoning and building enforcement, and litigation.
