Evan Stewart works with underwriters, placement agents, issuers and developers across a range of public law, finance and development matters. He focuses on municipal bonds issued to finance critical infrastructure for residential, commercial, industrial, and mixed-use developments. Evan also assists lenders and borrowers with credit facilities for government entities and non-profits and tackles taxable and tax-exempt transactions.

Evan guides clients through issues with government stakeholders and provides solutions. He is familiar with key issues about special districts often involved in public finance transactions such as community improvement districts (CIDs), transportation development districts (TDDs), metropolitan districts, public infrastructure districts (PIDs) and cooperative districts.

He drafts bond offering documents, completes due diligence and advises clients on complex financial structures backed by varying sources of revenue. He is well-versed in transactions monetizing tax increment financing (TIF), sales taxes, property taxes, special fees, special assessments and real estate.

Evan deals with financings at all stages of a project’s life cycle, including dirt, under construction or fully completed.

I love video games (Elden Ring, Breath of the Wild, anything Co-op with a friend) and sports (basketball, tennis, sand volleyball, golf) but I wouldn’t claim to be good at any of them. I enjoy audio books (because reading feels too much like work!) — my recent “listens” were the Red Rising series and the Stormlight Archive series. Getting into a good show with my wife is tough to beat (House of the Dragon, Presumed Innocent, Jury Duty). My absolute favorite thing, however, is hanging out with my two daughters — Saturday morning doughnuts with dad is a tradition I hope sticks for years to come!
