Jenna Cliatt leverages her diverse experience in the energy industry to help clients navigate and comply with federal regulatory processes.

Jenna represents municipally owned utilities and rural electric cooperatives on ratemaking issues before the Federal Energy Regulatory Commission (FERC), with experience in administrative litigation and settlement proceedings. She also guides transmission owners through updates to their transmission revenue requirements, contracts, and formula rates. Jenna closely follows FERC rulemakings and regulatory trends, enabling her to advise on transmission planning, infrastructure siting, and regional transmission organization (RTO) issues.

Jenna also monitors the North American Electric Reliability Corporation (NERC) standards development process and provides guidance on compliance with NERC reliability and critical infrastructure protection standards.

Before joining Thompson Coburn, Jenna worked in the legal department of the Midcontinent Independent System Operator (MISO) and as a legal extern at the U.S. Department of the Interior’s Office of the Solicitor. Her knowledge of industry developments is also informed by her academic background, including research on the use of artificial intelligence and data in utilities regulation.
