Keenan Bilyeu represents transportation and logistics clients in regulatory disputes, trial and appellate litigation, and complex international transactions with practical, business-minded advice.

Keenan advises on urgent compliance questions, fast-moving regulatory developments, investigations, enforcement actions, and disputes that demand a clear strategy.  When matters head to court, he supports litigation teams with focused legal analysis and clear writing that highlights the strongest arguments and positions clients for a favorable outcome.

Keenan has significant experience in appellate litigation and research, including transportation-related matters before the First Circuit and the Supreme Court. His appellate work includes analyzing records and issue preservation, framing arguments around applicable standards of review, and assisting with briefing that distills complex regulatory and factual issues into clear, persuasive narratives tailored to appellate judges.

Keenan’s practice also includes transactional and regulatory work, such as assisting with changes to vessel mortgage agreements and supporting government contract matters by reviewing client submissions for compliance and conformance. His perspective is shaped by experience in court and government settings, including externing in the U.S. District Court for the Eastern District of Virginia and working in the British Parliament with Plaid Cymru during the Brexit transition.
